    Contract No. and Title: W8, Design and Build of CKTC Visitor Center and WWTP

                                                                inclusive of Procurement of Goods

    Deadline for Submission of Bids: October 31, 2022

     

     

    1.     The Mongolia has received financing from the Asian Development Bank (ADB) toward the cost of Sustainable Tourism Development Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.

     

    2.     The Ministry of Environment and Tourism (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of Design and Build of CKTC Visitor Center and WWTP inclusive of procurement of goods (“the Works”).

     

    3.     Open competitive bidding will be conducted in accordance with ADB’s Single Stage: One Envelope procedure (1S1E) procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

     

    4.     Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:

    Pending litigation and arbitration:

    All pending litigation, arbitration, or other material events impacting the net worth and/or liquidity of the bidder, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than 50 percent of the Bidder’s net worth calculated as the difference between total assets and total liabilities;

    Minimum average annual construction turnover within last 3 years (2019, 2020, 2021):

    Minimum average annual construction turnover of USD6,900,000 (six million nine hundred thousand) calculated as total certified payments received for contracts in progress or completed, within the last 3 (three) (2019, 2020, 2021) years

    Minimum financial resources requirement:

    For Single Entities: The Bidder must demonstrate that its financial resources defined in FIN - 3, less its financial obligations for its current contract commitments defined in FIN - 4, meet or exceed the total requirement for the Subject Contract of USD3,400,000 (three million four hundred thousand);   

    For Joint Ventures:

    (1)   One partner must demonstrate that its financial resources defined in FIN - 3, less its financial obligations for its own current contract commitments defined in FIN - 4, meet or exceed its required share of 40%   from the total requirement for the Subject Contract; and

    (2)   Each partner must demonstrate that its financial resources defined in FIN - 3, less its financial obligations for its own current contract commitments defined in FIN - 4, meet or exceed its required share of 25%  from the total requirement for the Subject Contract. and

    (3)   The Joint Venture must demonstrate that the combined financial resources of all partners defined in FIN - 3, less all the partners’ total financial obligations for the current contract commitments defined in FIN - 4, meet or exceed the total requirement for the Subject Contract of USD3,400,000 (three million four hundred thousand)   

    Contracts of Similar Size and Nature:

    Participation as a contractor, Joint Venture partner, or Subcontractor, in at least one contract that has been satisfactorily and substantially completed within the last 5 (2017, 2018, 2019, 2020, 2021) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds  USD5,500,000 (five million five hundred thousand) The similarity of the Bidder’s participation shall be based on: Construction of Visitor Center with the capacity of 2150 m2 and to receive maximum 3840 people a day (peak season).[1]

       Construction Experience in Key Activities:

    ·         Design services: Experience of at least 3 construction design contracts completed in the last 8 (2015-2022) years

    ·         Procurement of goods and delivery: Experience of at least 1 supply and delivery of goods contract completed in the last 5 (2017-2022) years, which are similar to this contract.

      The following special licenses are required for execution of the above-mentioned construction works:

      Issued by the Ministry of Construction and Urban Development

    ·         BA-2.1 Construction, expansion and renovation works of prefabricated and prefabricated reinforced concrete structures

    ·         BA-3.3 Installation of water supply and sewage system and other related construction equipment

    ·         BA-3.4 Heating network and installation of its equipment

    ·         BA-3.5 Installation of power transmission lines, substations and their equipment

    ·         BA-6.1 Installation of indoor water supply and sewage network, their equipment and outdoor network

    ·         BA-6.2 Installation of indoor heating and ventilation network, cooling facilities and their equipment and outdoor network

    ·         BA -6.3 Construction and installation of indoor lightning, power supply and other related equipment and outdoor sewage network

    ·         BA-6.4 Installation of communication alarm, internet network, fire extinguishing and fire alarm system inside the building, their equipment, installation of branch network outside the building

    ·         BA8.1 Construction repair, decorating, interior and environmental improvement works or provisions for performing works with more difficulty than the provisions specified in this provision

    ·         2.8.2.6 Construction and maintenance of roads

    ·         2.8.2.7 Road equipment, signs and marking works

    ·         TZ-2.2 0.4-35 kV transmission line, substation installation and repair work, its testing and adjustment service

     

    The contractor may enter into a sub contract or joint venture with the construction design, an energy installation company and/or road construction and renovation company. The design company must have the following special permission.

    Design for construction

    • 1.2.1 Architecture, general environmental plan, landscaping, elevation, construction design, building management design for 1-10 story buildings (BZBT, AGT, UZBT);

    • 1.2.4 Technological design of indoor water supply, sewerage, heating, ventilation, cooling system, outdoor branch network and related facilities;

    • 1.2.5 Technological design of indoor lighting, power supply, outdoor branch network and related buildings (up to 10 kV); Internal radio communication, fire and other alarm systems, alarm and information facility design, security system, related building technology, computer hardware internal network, external branch network design Housing, public, industrial construction and equipment control, measuring instruments (KIP), automatic design;

    • 1.2.6 Feasibility study and construction estimation.

    • 1.3.1 Technological working drawings of the main heating network and related facilities,

    • 1.3.2 Technological working drawings of main water supply and sewerage networks and related facilities,

    • 1.3.3 Technological working drawing of main power transmission network and related buildings and structures / up to 35 kV/

     

    Design of the renovation for road.

    ·                     2.8.1.5 Design of village roads and road facilities

    The licenses shall be valid during the bid validity period. If the licenses are expired during this period, the decision of relevant authorities on extension of the license shall be submitted by the Bidder to the Employer prior to expiration of the above-named licenses. Such licenses shall not be required from foreign bidders. If foreign bidders participate, they may associate with national bidders who own the above- mentioned and valid license(s), as (i) member of joint venture, or as (ii) subcontractor. Any bid not accompanied by the compliant licenses shall be rejected by the Employer as nonresponsive.

    7.     Deliver your bid

    ·         to the address Ministry of Environment and Tourism Room #100, Government Building II, United Nations St 5/2, Ulaanbaatar, Mongolia

    ·         on or before the deadline: at 15:00 hours, October 31, 2022

    ·         together with a Bid Security. The Bidder shall furnish a bid security in the amount of USD70,000 (Seventy thousand)

     

    Bids will be opened promptly after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend.

     

    8.     When comparing Bids, Domestic Preference shall not be applied as stipulated in the Bidding Document.



    [1] For contracts under which the Bidder participated as a Joint Venture partner or Subcontractor, only the Bidder’s share, by value, shall be considered to meet this requirement. For contracts implemented by a Joint Venture contractor, if the Bidder comprises the same Joint Venture, the 'Single Entity' requirements will apply.
