    VACANCY ANNOUNCEMENT

    The project named “Managing Peatlands in Mongolia and Enhancing the Resilience of Pastoral Ecosystems and Livelihoods of Nomadic Herders”, will be executed by the Ministry of Environment and Tourism (MET) of Mongolia and co-executed by the International Centre for Reindeer Husbandry (ICR) with UNEP as GEF implementing agency.

    The objective of the project is to develop the capacity for enhancing ecosystem services of peatlands (specifically reduction of GHG (greenhouse gas) emissions from degraded peatlands) in Mongolia and the capacity of indigenous reindeer herders to reduce land degradation and improve the provision of ecosystem services and increase community resilience. The project interventions will be implemented in four target peatland areas in Mongolia (Darhadyn, Hurg-Huiten, Ugii Lake and Tsagaannuur) and in taiga and tundra reindeer herding areas in the Arctic and sub-Arctic.

     

    TASKS:

    The National Project Manager will be in charge of daily implementation, management, administration and technical lead and supervision of the project, on behalf of the PSC, of Components 1 and 2. He/she will be responsible, among others, for:

    ·         Overall technical lead for the implementation of all project outputs and activities and ensure technical soundness of project implementation;

    ·         Coordination and close monitoring of the implementation of project activities of Components 1 and 2;

    ·         Leading the Project Coordination Unit, together with the Project Manager of Component 3, guided by the PSC, to ensure timely and efficient delivery of project outputs;

    ·         Manage staff and consultants assigned to the project;

    ·         Supervise preparation of various technical outputs, e.g.knowledge products, reports and case studies, inputs to publications including at the global level;

    ·         Manage and coordinate the implementation of the project activities in accordance with the approved Project Document, annual work plans and budgets;

    ·         Examine and verify annual work plans and budgets for onward submission to the PSC for perusal and approval;

    ·         Tracking the project’s progress and ensuring timely delivery of inputs and outputs;

    ·         Overall responsibility for ensuring compliance with UNEP’s Environment and Social Safeguards Integrated Policies and Procedures;

    ·         Finalizing ToRs for and providing technical support and assessing the outputs of the project national consultants, as well as the products generated in the implementation of the project;

    ·         Coordination with other relevant agencies and projects and establish linkages for learning and sharing experiences and developing synergies;

    ·         Ensuring a high level of collaboration among participating institutions and organizations at the national and local levels;

    ·         Ensuring compliance with all sub-agreements to project partners provisions during the implementation, including on timely reporting and financial management;

    ·         Monitoring financial resources and accounting to ensure accuracy and reliability of financial reports;

    ·         Ensuring timely preparation and submission of requests for funds, financial and progress reports to UNEP and GEF as per reporting requirements, including Project Progress Reports (PPRs);

    ·         Organizing project workshops and meetings to monitor progress and preparing the Annual Budget and Work Plan;

    ·         Coordinate the implementation of the safeguard and gender action plan;

    ·         Supporting the organization of the mid-term and terminal evaluations in close coordination with the UNEP as GEF Agency;

    ·         Inform the PSC, UNEP of any delays and difficulties as they arise during the implementation to ensure timely corrective measure and support;

    ·         Visit project sites as and when necessary to appraise project implementation and related issues in interaction with local project stakeholders.

    EDUCATION

    ·         Advanced university degree in natural resources management, ecology, agriculture, agricultural-economic, or related fieldsis required.

    WORK EXPERIENCE

    ·         At least ten (10) years of experience in the sustainable management of peatlands or natural resources management sector (particularly in strictly protected area and agriculture in combination is an asset) in Mongolia.

    ·         At least two previous positions related to facilitating and coordinating the participation of government –led stakeholders in setting up an externally-funded programs or projects in Mongolia.

    ·         Experience in program development and implementation, and in drafting progress reports is desirable.

    ·         Experience in the submission of budgets and funding is desirable.

    LANGUAGES

    ·         Excellent communication skills in written and oral Mongolian.

    ·         For the position advertised, fluency in English (oral and written) is required, proficiency in other languages can be an advantage.
